Personal Devices Policy

Dear Woodbury Heights Community, 

As we prepare for the 2026–2027 school year, we want to make families aware of an important change

regarding student cell phones and other personal devices. 

Beginning this school year, New Jersey requires all public school districts to implement a bell-to-bell

policy prohibiting students in grades K–12 from using personal internet-enabled devices during the regular school day. To help students begin the year prepared and avoid violations of the District's Student Code of Conduct, we ask parents and guardians to review the expectations with their child.

What does “bell-to-bell” mean?

Bell-to-bell means that students may not use personal internet-enabled devices from the beginning of the regular school day through dismissal. This includes class time, lunch, study hall, passing periods, and other time between classes.

What devices are included?

The requirement applies to personal internet-enabled devices, including, but not limited to:

● Cell phones and smartphones

● Personal tablets

● Smartwatches

● Smart glasses

● Other personal devices capable of connecting to the internet

District-issued technology used for approved educational purposes is not included in this restriction.

What should students do with their devices during the school day?

If a student brings a personal internet-enabled device to school, it must remain:

● Turned off

● Stored in a backpack, locker, or other bag

● Unused throughout the regular school day

Students may not access their personal internet-enabled devices during lunch, study hall, passing periods, or other portions of the regular school day.

Yes. Students may be permitted to use a personal internet-enabled device when there is a documented or otherwise authorized need. These circumstances may include:

● An accommodation provided through an IEP

● A documented student health plan

● Translation services

● When use is required by law

Families who believe their child requires a device-related accommodation should work with their child's school through the appropriate process. 

How can I reach my child during the school day?

We understand that families may occasionally need to communicate with their child during the school day. If you have an urgent or time-sensitive message, please contact your child's school main office. Staff will ensure that important information reaches your child in a timely and appropriate manner.

What happens if my child does not follow these expectations?

Students are expected to follow the device requirements throughout the regular school day and in the

additional settings outlined for their grade level. Violations will be addressed in accordance with the District's Student Code of Conduct.

Why is this change being made?

New Jersey's bell-to-bell requirement is intended to reduce distractions and support student focus, academic engagement and social interaction.  A consistent expectation throughout the school day provides students with greater opportunities to remain engaged with their teachers and school community.

This change does not eliminate technology from our schools. District-issued devices and approved digital resources will continue to support teaching and learning when appropriate.

How can families help?

Please take a few minutes to review these expectations with your child before the start of school.

Students should understand three basic expectations during the regular school day:

● Turn the device off.

● Store it in a backpack, locker, or other bag.

● Leave it stored until the regular school day ends.

We recognize that these expectations may require an adjustment for some students and families. Our staff will work with students to reinforce the requirements consistently throughout the school year.
